The West Chester Development Council is a public-private partnership created to attract new business investment to West Chester to help fund community services and schools. The partnership raises private funds to conduct marketing activities that promote the community’s attributes for business development. It also helps fund activities, in cooperation with the West Chester Economic Development Department, to attract new and retain existing businesses; these include meetings, travel, and development of print and electronic resources.

West Chester is one of the largest Townships in the State of Ohio. It is situated in the southeast corner of Butler County, occupying 35 square miles. West Chester's population has increased from 23,553 in 1980 to an estimated 56,500 today. The Township consists of 22,080 acres with 72.5% zoned residential, 23% zoned industrial, and 4.5% zoned commercial. West Chester is a Limited Home Rule Township governed by three elected Trustees and an elected Fiscal Officer. Day-to-day operations of the Township are managed by an Administrator appointed by the Trustees. West Chester has its own Police and Fire Departments.
